Quick Guide to LEZ/ULEZ Rules and Regulations

About Noel Willcox

Noel Willcox, a British businessman, hails from a working-class upbringing on a council estate, where he was raised by his mother and grandmother. With 25 years of military experience under his belt, he has also built a successful career as the owner of Elevation Access Ltd, a scaffolding company based in Hertfordshire. His entrepreneurial journey reflects his determination and practical know-how, rooted in real-world experience rather than a polished corporate path.

As the Reform UK parliamentary candidate for Hemel Hempstead in Hertfordshire, Noel stands for a party that champions common-sense policies, national sovereignty, and a break from the entrenched political elite. Far from a career politician or lawyer, he pitches himself as a patriot motivated by a deep love for his country and a resolve to tackle both local and national injustices. His campaign draws heavily on his military discipline and business savvy, focusing on the needs of his community.

Noel is a fierce critic of the Child Maintenance Service (CMS), alleging corruption, excessive fees, and a devastating toll on parents, including financial ruin and emotional strain tied to suicides. Claiming to have exposed a £3.8 billion flaw in the CMS system, Noel positions himself as a whistleblower, amplifying his reputation as a fighter for fairness.

In March 2025, Noel notched a major victory against Transport for London, with a court ruling that LEZ signage from 2016 to 2021 was unlawful - a win that underscores his stand against what he calls bureaucratic overreach.

He’s not done yet - later this year he’s back in court, pushing to have both LEZ and ULEZ signage to 2025 declared unlawful too.

Stay tuned - this fight is still unfolding.
